dart/ffi: load the right native library per platform

The default loader hardcoded liblibwallet.dylib, which only worked on
macOS. iOS needs DynamicLibrary.process() (bridge symbols are statically
linked via LibwalletBridge.m), Android needs the versioned per-ABI .so
that hook/build.dart ships, and Linux/Windows need their own extensions.
