Commit Message

ci: upgrade gh-aw to v0.71.5 and disable repo-assist schedule (#792)

Bumps github/gh-aw-actions/setup v0.68.3 → v0.71.5 and pins
actions/github-script to v9.0.0; recompiles repo-assist.lock.yml and
adds the new copilot-setup-steps workflow plus agentic-workflows agent
emitted by the upgraded toolchain.

Also comments out the repo-assist daily schedule so it only runs via
manual triggers (workflow_dispatch / /repo-assist slash command / eyes
reaction) to avoid burning Copilot tokens on autonomous runs.
