docs: retire TODO.md, sync remaining items into TODO.pod

The flat TODO.md predated TODO.pod and was the source of truth before
the maintenance-mode handover. Now that TODO.pod is canonical (and
referenced from CONTRIBUTING.pod, README, and every roadmap GitHub
issue), keeping a second copy adds drift risk for no upside.

Cross-checked all open GitHub issues and TODO.md against TODO.pod;
every roadmap, distribution, and ecosystem item is already covered
except one orphan -- the Phase 6 follow-up to migrate CMPValidator
onto the structured Validator::Failure model. That has been:

  - filed as #112 (labels: enhancement, help wanted, roadmap), and
  - added to TODO.pod under HELP WANTED -- ROADMAP PHASES.

Also drops the TODO.md MANIFEST.SKIP entry (defensive only -- the
file was never in MANIFEST) and the now-stale "supersedes TODO.md"
paragraph in TODO.pod.
