chore(deps): upgrade TypeScript to 6.0.3 (#967)

TypeScript 6 deprecated `baseUrl`, which tsup 8.5.1 injects internally
into its rollup-plugin-dts invocation. Rather than suppress the warning,
this moves DTS generation to `tsc --emitDeclarationOnly` (no baseUrl
injection) and a copy step that mirrors .d.ts → .d.cts for the CJS
exports mapping. tsconfig.json also gains an explicit exclude for test
files, which were previously skipped by tsup's entry-point filtering
but are now visible to tsc.

Also bumps typescript-eslint to 8.59.2 (patch).
