fix: final review refinements (POD, CMPValidator, and Parse safety) (#105)

* fix: address final review refinements and typos

Summary of changes:
1. Updated Validator disclosure check to fail with ReasonMissingDisclosedVendors if segment is missing but check is requested.
2. Updated golden corpus to reflect the new disclosure check behavior.
3. Fixed multiple POD typos and grammar ('receives an hash' -> 'receives a hash').
4. Corrected parameter counts in module constructor documentation.
5. Optimized CMPValidator by lazy-loading Time::Piece once.
6. Safer input validation in TCFv2->Parse constructor.
7. Removed unused get_uint2 import in TCFv2.pm.

* fix(validator): align disclosure logic and naming with Go implementation

* fix(test): rename scenario and key in golden corpus generation

* fix(test): perltidy validator_scenarios.pl

* fix: simplify PR 105 by removing Validator changes
