Add UUID-based vulnerability exclusion (#2017)

* Add UUID-based vulnerability exclusion via --exclude-vulns option

* Make rubocop happy

* Update old fixtures to use the UUID instead of int id

* Update test fixtures to include UUID field in vulnerability output

* removed a bit of dead code
