* chore: prepare for v0.400 release

- bump $VERSION to "0.400" in lib/GDPR/IAB/TCFv2.pm
- refresh copyright year range to 2023-2026 in TCFv2.pm POD and
  LICENSE (matches the top-of-file dist-zilla notice that already
  said 2023-2026)
- regenerate CHANGELOG.md via `git cliff --tag v0.400`
- regenerate README.md from the bumped POD
- in TODO.pod, drop the "DockerHub publication" help-wanted item
  (already covered by .github/workflows/docker.yml; closed as #80)
  and reframe the "Debian package" item as "Linux package artifacts
  (.deb and .rpm)" -- a single bundled help-wanted task that ships
  attached to the GitHub Release rather than via Debian/Fedora
  proper.

* docs(todo): add GDPR::IAB::TCFv1 to ecosystem sister-distributions

Niche-but-real audience: legacy adtech audits, log spelunking, and
historical curiosity. The TCF v1 / v1.1 wire format (April 2018 --
August 2020) shares nothing with v2 except the IAB acronym, so v1
belongs in a sibling distribution rather than as a code path inside
this one.

Also reframes the matching OUT OF SCOPE entry: instead of a flat
"no v1 support", point readers at the new sister-dist entry so they
know where to claim the work if interested.
