* chore: add contributor quality-of-life files (.editorconfig, dependabot, CITATION.cff, xt/spelling.t)

Four small, independent additions, none of which touch runtime code or
the release pipeline:

- .editorconfig: LF / UTF-8 / trim trailing whitespace / 4-space default
  with 2-space override for *.{yml,yaml}. .perltidyrc remains the
  authoritative formatter for Perl files; this nudges editors that
  haven't read it for non-Perl files (YAML, POD, Markdown).
- .github/dependabot.yml: monthly bumps of github-actions only
  (actions/checkout, shogo82148/actions-setup-perl,
  softprops/action-gh-release, etc.). Conventional-commit prefix "ci"
  so the bumps stay out of the user-facing CHANGELOG via cliff.toml.
- CITATION.cff: pinned to last released version (0.391, 2026-05-07).
  GitHub renders a "Cite this repository" button when this file is
  present. Will need a version+date bump in the v0.400 release PR.
- xt/spelling.t: Test::Spelling author test with a minimal stopword
  list. Skips cleanly when Test::Spelling is absent (verified locally
  and in CI, which doesn't install it). Author runs with
  prove -lr xt/spelling.t after `cpanm Test::Spelling` and grows the
  stopword list as needed.

* chore(xt): apply .perltidyrc to xt/spelling.t

* docs(contributing): bump CITATION.cff alongside the .pm during releases

CITATION.cff is added in the same PR; the release/hotfix instructions
must include it so future release prep PRs don't ship a stale citation
version. Step 3 now lists both files; the `git add` lines in step 7 and
the hotfix vanilla-git block include CITATION.cff.
