chore(docs): add maintenance-mode handover (TODO.pod + ECOSYSTEM) (#76)

Stages the v0.400 transition into a maintenance-mode posture without
removing anything yet:

* New TODO.pod at the repo root with the help-wanted reframe of the
  remaining roadmap (Phases 7-9), the distribution items (DockerHub
  automation, Debian package), and the five sister-distribution
  ideas (Validator::LIVR, Validator::TypeTiny, Plack::Middleware,
  Validator::Moose, Validator::FormValidator). The old TODO.md is
  intentionally kept until v0.400 ships -- a follow-up cleanup PR
  removes it post-release.
* lib/GDPR/IAB/TCFv2.pm gains a =head1 PROJECT STATUS section after
  NAME and a =head1 ECOSYSTEM section before SEE ALSO, so MetaCPAN
  readers and the regenerated README reflect the new posture.
* CONTRIBUTING.pod gains a =head1 PROJECT STATUS section between
  DESCRIPTION and PATCHING, pointing readers at the help-wanted
  issues and TODO.pod.
* README.md regenerated via `pod2markdown lib/GDPR/IAB/TCFv2.pm`.
* MANIFEST updated via `make manifest` to include TODO.pod.

  prove -lr t                                                 -> 17548 pass
