chore(pod): normalize parser-family abstracts to "TCF v2.3" (#73)

The =head1 NAME abstracts in the parser family used a mix of
"Transparency & Consent String version 2 X" and "TCF v2.3 X". Three
modules (Constants/Purpose, Constants/SpecialFeature, and one
Constants/RestrictionType) already used the shorter "TCF v2.3 X"
form; the remaining six did not.

Normalize the parser family to a single canonical form ("TCF v2.3 X")
so MetaCPAN, kwalitee abstracts, and the dist's `provides` map present
a consistent vocabulary:

- TCFv2.pm:           "TCF v2.3 (Transparency & Consent String) parser"
- BitField.pm:        "TCF v2.3 bitfield parser"
- BitUtils.pm:        "TCF v2.3 bit-level decoding utilities" (also fixes
                      a stray trailing space on the =head1 NAME line)
- Publisher.pm:       "TCF v2.3 publisher section parser"
- PublisherRestrictions.pm: "TCF v2.3 publisher restrictions parser"
- PublisherTC.pm:     "TCF v2.3 publisher TC section parser"
- RangeSection.pm:    "TCF v2.3 range section parser"
- Constants/RestrictionType.pm: drops trailing space and grammar fix
  ("publisher restriction type for vendor" -> "publisher restriction
  types")

The validator family (Validator, CMPValidator, Validator::Failure,
Validator::Result, Validator::Reason) keep their existing role-based
abstracts -- they describe a role within the dist, not the spec.
