Fix compatibility with reportlab >= 4.3 (#138)

* Fix compatibility with reportlab >= 4.3

- Use proper PostScript font name 'Times-Roman' instead of informal
  'Times' shorthand in test RML file (fixes #127)
- Register index callback via canvas.setNamedCB() instead of setting
  a direct attribute, as required by reportlab >= 4.5
- Remove reportlab < 4.3 version pin from tox.ini

* Use setNamedCB conditionally for backward compatibility

Use reportlab's setNamedCB API when available (>= 4.4.8) and fall back
to direct canvas attribute assignment for older versions. Also restore
py39 in tox envlist.
