cruft: update

- CONTRIBUTING.md: regenerate from the "To be written" stub into the
  full contributor guide (general guidelines, dev environment, QA
  scripts, file-type rules, submission flow).
- vcpkg-configuration.json: bump default-registry baseline to the
  latest vcpkg commit Wiswa pinned.
- package.json: refresh the _wiswa.lastRun timestamp.
- .vscode/dictionary.txt: drop brandonsnider, dcmake, and dwith - the
  cdrtools PPA and -DCMAKE/-DWITH-prefixed cmake flags they covered
  are no longer referenced.
