workflows/*: build with Ninja in CI

Install `ninja-build` and pass `-G Ninja` to the configure step in
`cmake.yml`, `tests.yml`, and `codeql.yml` so CI uses the Ninja
generator instead of Unix Makefiles. Drop `-DCMAKE_VERBOSE_MAKEFILE=ON`
from `cmake.yml` and `tests.yml`; the flag is a no-op under Ninja and
only added noise to the build logs. Use `cmake --build … -- -v` on
demand if a failure ever needs full command output.

Update the CodeQL matrix language from `cpp` to `c-cpp` to match the
current CodeQL action conventions.
