cruft: update

Re-run Wiswa to refresh project scaffolding. Notable changes:

- dependabot: track vcpkg dependencies on a weekly schedule with a
  7-day cooldown.
- workflows/publish-winget: collapse the gating `if` to a single line
  and expose `tag` as a job output instead of repeating the
  workflow_run head_branch expression at the call site.
- pre-commit: bump mirrors-clang-format to v22.1.4 → v22.1.5.
- yarnrc: add `npmPreapprovedPackages: []` so Yarn's hardened-mode
  preapproval list is explicit.
- dictionary: drop unused MSYS/MinGW tokens (pkgbuild, pkgcheck,
  pkgrel, pkgver, stdc, winpthread) and add `preapproved`; resort so
  capitalised entries (Ångström) sit at the top.
- package.json: record the Wiswa run metadata under `_wiswa` and
  switch the repository URL to the canonical `git+https://` form.
- .claude/agents/changelog and CHANGELOG: realign the Keep a Changelog
  link to the 1.1.0 spec used by the rest of the toolchain.
- .cz.json: alphabetise the `version_files` list.
- CITATION.cff: refresh `date-released` to today.
