cruft: update

- Add vcpkg ecosystem (weekly, 7-day cooldown) to dependabot.yml.
- Bump pre-commit clang-format mirror to v22.1.5 and check-jsonschema to
  0.37.2.
- Add npmPreapprovedPackages knob to .yarnrc.yml.
- Add _wiswa metadata block to package.json and switch the repository
  URL to git+https form.
- Adjust Keep a Changelog reference link to 1.1.0 in CHANGELOG.md and
  the changelog agent template.
- Refresh .vscode/dictionary.txt (drop unused words, add preapproved).
- Refresh CITATION.cff release date to 2026-05-08.
