cruft: update

- package.json: bump _wiswa run metadata to 3d1ef61; switch repository
  url to git+https form.
- .github/dependabot.yml: add weekly vcpkg ecosystem updates with a
  7-day default cooldown.
- .pre-commit-config.yaml: bump mirrors-clang-format from v22.1.4 to
  v22.1.5.
- .yarnrc.yml: add empty npmPreapprovedPackages list to opt out of the
  minimum-age gate for selected packages.
- .cz.json: reorder version_files (snapcraft.yaml after src/main.cpp).
- .vscode/dictionary.txt: add preapproved.
- CITATION.cff: bump date-released to 2026-05-08.
