cruft: update

- Add vcpkg ecosystem to Dependabot with a 7-day cooldown.
- Bump clang-format mirror hook from v22.1.4 to v22.1.5.
- Bump check-jsonschema hook from 0.37.1 to 0.37.2.
- Add `npmPreapprovedPackages` setting to `.yarnrc.yml`.
- Add `preapproved` to the dictionary; remove `geninfo`, `vedantmgoyal`,
  and `winget`.
- Revert Keep a Changelog reference URL from 1.1.1 to 1.1.0 in the
  changelog agent and `CHANGELOG.md`.
- Update `CITATION.cff` date-released to 2026-05-08.
- Add `_wiswa` metadata block to `package.json` and switch the
  repository URL to the `git+https` form.
