dependabot: add vcpkg and dotnet-sdk ecosystems

Append a vcpkg entry to track the C/C++ manifest at vcpkg.json and a
dotnet-sdk entry for the .NET SDK pin used by the C# PowerShell module
under src/. The vcpkg entry mirrors what Wiswa's dependabot defaults
already emit for project_type 'c', so a future regen will not churn
this file; the dotnet-sdk entry is added as a .wiswa.jsonnet override
since it is not part of the defaults.
