Fixes to MSSharedMem class (#2099)

* Updated MSSharedMemData struct to eliminate compiler padding due to alignment. Updated TSM library to dole out proj_id values only if unset by the user and to track them on a per key_file basis. Updated ball sim master/slave test to do a 2 shm slave/2 socket slave test.

* Updated MTV test to send the variable server commands in one "send" call instead of multiple calls to prevent an intermediate results transmitted by VS.

* Addressed PR comments

* 2 minor updates - added a check for realloc and removed the check for free memory.

* Removed commented lines.

* Fix proj_id assignment and limit check logic
