ci(static-analysis): pin PHPStan + Psalm phpVersion to 8.2

The Static Analysis matrix now spans PHP 8.2 -> 8.5. Without an explicit
analysis target, PHPStan and Psalm pick the runtime PHP version of the
worker, so type inference (especially around readonly props, never-null
promoted constructor parameters, and 8.4+ array_find narrowing)
diverges between matrix slots and produces inconsistent reports.

Pinning both tools to phpVersion 8.2 (the project's composer.json
minimum) makes the analysis output identical across all matrix legs.
