chore(deploy): Finalize infrastructure deployment and scenario testing

- Concluded scenario testing for fresh resource group provisioning.
- Validated bootstrapped Terraform remote state functioning correctly.
- Implemented full VNet isolation to ensure strict PHI security within the UCLH tenant.
- Configured PostgreSQL Flexible Server with delegated subnet (no public access).
- Secured Redis Cache via Private Endpoint inside the VNet.
- Refactored application startup to gracefully handle Redis connection timeouts.
