Additional antlr_parse_cache columns in 5.7 upgrade script and annotate new SQL functions

- Fixes Upgrade Test for 17_10-target_latest by defensively adding the
 antlr_parse_cache columns (IF NOT EXISTS) and recreating the
antlr_parse_Cache functions in the 5.6-5.7 upgrade script.
- enable_antlr_parse_cache is VOLATILE (writes babelfish_function_ext)
  and PARALLEL UNSAFE (catalog mutations cannot run in parallel
workers).
- antlr_parse_cache_stats is VOLATILE (session-local counters change
  between calls within a txn) and PARALLEL RESTRICTED (reads
backend-local static state that only the leader holds consistently).
