feat(validator): add Validator::Reason constants module (Phase 6.1) (#63)

Introduce GDPR::IAB::TCFv2::Validator::Reason with 13 integer reason
codes mirroring the Go lib-gdpr/validator Reason enum, plus a
ReasonDescription hashref (Perl convention, name-keyed) and a
reason_string($code) helper (Go-parity, integer-keyed).

This is the data-model foundation for the structured-failure work
tracked in Phase 6 of TODO.md (renumbered: old 6/7/8 -> 7/8/9). No
existing module imports it yet; subsequent stages (6.2 onward) will
build on top.

Tests: t/15-validator-reason.t (4 subtests, 48 assertions).
