cruft: update

- Add paths filters to codeql.yml and tests.yml so the workflows only
  run on changes to C/C++ source or workflow files (and fix the
  indentation the generator produced for the new paths key under
  pull_request).
- Switch the CodeQL language matrix from 'cpp' to 'c-cpp' and pin
  actions/checkout to v6.0.2.
- Bump pre-commit hooks: mirrors-clang-format v22.1.4 to v22.1.5 and
  check-jsonschema 0.37.1 to 0.37.2.
- Add npmPreapprovedPackages to .yarnrc.yml.
- Refresh CITATION.cff date-released to 2026-05-07.
- Switch package.json repository.url to git+https form and record
  the latest Wiswa metadata.
- Refresh .vscode/dictionary.txt: drop generator-pruned entries that
  remain unused, restore words still referenced by the workflow YAML
  (autobuild, autoinstall, ctest, dcoverage, dearmor, geninfo,
  interprocedural, offscreen, pipx), and add new entries (pavelzw,
  preapproved, pytest, vedantmgoyal, winget).
