chore: pin GitHub Actions to SHAs

Motivation:
Improve security by ensuring that the exact code intended is executed in
CI/CD workflows, protecting against tag-shifting attacks.

Design Choices:
Updated all 'uses' statements in workflow files to use full commit SHAs
instead of mutable tags. Added human-readable version comments to maintain
readability and allow Dependabot to track updates.

Benefits:
Provides immutable and verifiable workflow dependencies.
