build: upgrade Solidity to 0.8.35 and hardhat to 2.28.6 (#1117)

* Bump Solidity to 0.8.34 with Cancun EVM

Updates pragma in all 145 contracts plus hardhat, truffle, and
detect-changed-contracts configs from 0.8.22/shanghai to 0.8.34/cancun.

Updates all contract pragma statements from 0.8.34 to 0.8.35 and bumps
hardhat from 2.26.3 to 2.28.6, which fixes compiler resolution to
correctly skip pre-release solc builds when selecting a stable version.
