Add dedicated azure bootstrap image (#853)

* Add dedicated azure bootstrap image

Split Azure bootstrap into a dedicated sonde-azure-bootstrap container and retarget sonde-azure-companion bootstrap to launch the published bootstrap image instead of carrying Bicep assets in the runtime image.

Update the Azure companion requirements, design, and validation docs to describe the new runtime/bootstrap split, add the bootstrap image Dockerfile and release workflow, and preserve Linux auto-bootstrap plus Windows explicit Docker-based bootstrap.

Also publish the semantic version tag on nightly bootstrap-image builds so the companion's default version-matched pull target exists outside tagged releases.
