Major updates to the configuration to avoid using GRIB record numbers and use proper levels, support two models and two types of fields (Bowen and general, or gen), adds convenience config options specific to this use case like minimum latent heat flux thresholds for obs/fcst and some directory path items, and reconfigures the time looping to loop by init instead of valid time.
