cruft: update

Regenerate from Wiswa c9ea69f.

- workflows/release: resolve release tag by matching the workflow_run head
  SHA against v* tags via the GitHub API instead of relying on
  github.event.workflow_run.head_branch, which is empty for tag-only pushes.
- workflows/publish: gate Publish on the new Upload dist workflow, install
  dependencies and run yarn webpack to build before publishing, add a Yarn
  cache step, and grant the packages: write permission needed for npm
  provenance.
- .wiswa.jsonnet: declare release_gate_workflows = ['Upload dist'] and
  publish_npm_any.build_command = 'yarn webpack' so the generated workflows
  match the new release flow.
- pre-commit-config: bump check-jsonschema 0.37.1 to 0.37.2.
- dependabot: drop the typescript >= 6.0.0 ignore now that the project
  builds against the newer release.
- yarnrc: add npmPreapprovedPackages = [] alongside npmMinimalAgeGate to
  match Yarn's new supply chain settings.
- tsconfig: pin rootDir to ./src/ so emitted paths stay stable.
- README: swap the jest badge for a vitest badge to reflect the test
  framework switch.
- CITATION.cff and package.json: refresh date-released and the _wiswa
  metadata block.
- dictionary: add 'preapproved' for cspell.
