Add tagging ability to articles, provide links around site to view (#17)

* Install acts_as_taggable_on gem and migrations

* Add test for tags on article compose page

* Allow for tag_list to hit the Article model

* Write test for saving and displaying tags

* Display tags alphabetically on article page

* Handle no comma if we're on the last tag

* Display articles grouped by tag on tag page

* Add link to articles on tag page

* Fix bug with tagged article display on localhost

* Add links for articles on tag page

* Display tag list with links on the front page

* Refactor logic out of the views

* Remove unneeded code

* Refactor article_step to make only one db call
