fix: pass permissions component into createSettingsComponent in test harness

The integration-test harness wires its own AppComponents and constructs
a settings component with the same DI shape as production. The previous
commit added `permissions` to the settings factory's required components
but only updated the production wiring in src/components.ts, so every
integration suite failed to compile with TS2345.
