test: pass --quiet to CLI strict-mode test to silence warn-leak in CI

The 'CLI --strict option' subtest in t/09-predicates.t shells out to
bin/iabtcfv2 via backticks, which captures stdout but lets stderr
through to prove → CI.  bin/iabtcfv2's _process_string emits a
"Warning: Failed to parse TC string ..." via warn() on rejection,
which GitHub Actions then promotes to a workflow annotation
(##[error] in the run summary), making a green build look unhappy.

Adding --quiet suppresses the application-level warn while still
emitting the error JSON to stdout — exactly what the existing
assertion checks for.  No behavior change; warn-leak gone.
