Add Pauli product gates support to the Rust circuit drawer (#15948)

* Add pauli product gates

This commit adds `PauliProductRotation` and `PauliProductMeasurement`
gates support to the drawer. It also extends the Rust and C API Rust
circuit drawer tests.

* Fix cargo test and miri test failures

This PR tightened the way labels of multi-wire boxes
are rendered, requiring updates to expected results
of some tests.
In addition, minor updates to allow running miri on
a couple tests has been applied .

* Fix `expect` message

* Put Pauli terms on inputs instead of on labels

* Add Pauli term also for single qubit PPR/PPM

* Use the F64UiFormatter for PPR angle

* Update crates/circuit/src/circuit_drawer.rs
