ci: add Perl 5.8.9 to Linux matrix to lock in the BigInt fallback fix

5.8.9 is the version flagged by CPAN Testers report 281cd334-...
which surfaced the Math::BigInt-leak-into-JSON regression fixed in
the previous commit.  Pinning the exact version restores parity with
that report and gives us defense-in-depth against pre-5.10 surprises
that the in-process t/12-bigint-fallback.t cannot catch (syntax,
sprintf behavior, dependency installs, etc.).

fail-fast is already false, so a transient 5.8.9 failure won't mask
problems on the other matrix entries.  Author tests (perlcritic /
perltidy) and coverage upload remain gated on \`latest\` only, so the
5.8.9 entry only runs the runtime suite.
