google_workspace: remove orphaned machine tags when user leaves all mapped groups

The group tag sync reconciles tags only for users currently in at least one
mapped group. A user who leaves every mapped group is no longer in
email_tags, so no removal tuple is yielded and their machine keeps the
managed tags indefinitely.
