docs: split Antalya macOS build guide; fix misleading skip comment

Move the inline macOS build steps out of development_and_testing.md into
a dedicated docs/build_antalya_macos.md (project-agnostic guide). Keep
only the altinity-mcp test glue inline: pin checkout to AntalyaImageRef,
encode the cache filename, install into ~/.cache/embedded-clickhouse/,
verify with go test.

Also correct the comment in pkg/server/oauth_e2e_test.go that claimed
the test "auto-skips on non-Linux hosts" — it actually fails via
require.NoError when the cached binary is missing.

Addresses @Slach's review comment on PR #92.
