Add advancement condition disclaimer to Events/Schedule pages (#14193)

Addresses #7853

Instead of changing the i18n strings (which represent the precise underlying
data), add a disclaimer note to the existing _time_limit_cutoff_format_info
partial explaining that the advancement number is a planned maximum and may
be lower in practice due to no-shows or ties.

Changes:
- competition.rb: add `uses_advancement_condition?` helper method
- _time_limit_cutoff_format_info.html.erb: conditionally show advancement
  condition section when the competition has ranking-based advancement
- en.yml: add `advancement_condition` heading and disclaimer text keys
