Add .coderabbit.yaml to control review behavior (#736)

Mirrors shader-slang/slang's CodeRabbit config, adapted for slang-rhi:
disables PR description rewrites, auto-titles, poems, and unwanted
finishing touches; tunes path_instructions for the public include/
API and per-backend src/ layout (d3d11, d3d12, vulkan, metal, cuda,
wgpu, cpu, debug-layer).

Closes #699.
