tools: split runtime dependency install by platform

Move the install(RUNTIME_DEPENDENCY_SET) block out of the catch-all
non-Linux branch and into explicit WIN32 and APPLE branches. The
previous wiring populated _mingw_bin_dir only under MINGW, so MSVC
packages searched neither the compiler bin directory nor the target
output for transitive DLLs; pull both in via _compiler_bin_dir and
$<TARGET_FILE_DIR:jbt>. The macOS branch drops the MinGW-only
gcc|stdc|winpthread regex tokens and _mingw_bin_dir entry that never
applied there.
