cmakelists: bundle runtime dependencies on all Windows builds

Widen the runtime-dependency install block from MINGW-only to all
WIN32 targets so MSVC Windows installs ship Qt6, the MSVC
redistributable, and other required DLLs alongside the executable
the same way MinGW builds already do. Rename the local variable
that holds the compiler's bin directory from _mingw_bin_dir to
_compiler_bin_dir to reflect the broader scope.
