[Composer] Update valkyrja/valkyrja to v26.1.0 from 26.x-dev (#42)

# Description

Pins `valkyrja/valkyrja` from the rolling `26.x-dev` dev branch to the
stable `^26.1.0` release, now that v26.1.0 has been tagged. Removes the
`minimum-stability: dev` stability flag that was required for the dev
constraint.
