test: add CALICO_VERSION substitution to linux-vmss-ci-version manifest (#10269)

Add a 'version: ${CALICO_VERSION}' field to the calico HelmChartProxy in
the linux-vmss-ci-version-oot-credential-provider manifest so the chart
version is pinned via envsubst at template-render time, matching the
upstream cluster-api-provider-azure pattern.

Follow-up to #10268, which made the same change in the
linux-vmss-ci-no-win-oot-credential-provider manifest.
