Restore speculative `ParameterDefinition` accessors for review.

Per user direction (2026-05-05): prefer the forward-looking API
approach — keep the bundle-exposure (`getArguments`, `getFunction`) and
context delegators (`getContainingFile`, `getContainingActualFile`,
`getContainingDocument`, `getContainingModuleName`, `getNature`,
`getProject`) so the user can review the full surface and decide which
to keep before merge. This reverts the YAGNI cut from `f9247e6` for the
public-accessor surface; the patch-coverage hit from these unused
accessors is acceptable on a Draft PR pending review.
