Use explicit `paths-ignore` for submodules instead of dynamic discovery.

Mirrors ponder-lab/ML#232's switch from dynamic to static paths-ignore.
Per user feedback the bash heredoc/while-read parsing was fragile in
ways not worth the small saved maintenance — the submodule list rarely
changes, and `.gitmodules`-parsing logic could fail silently on unusual
line formats.

Reverts to an explicit `paths-ignore: ['Formatting/**']` list. The
`Formatting/` submodule contains Eclipse formatter configs only (no Java
code), so the exclusion is currently a no-op for alert volume; the value
is structural — when Pydev or other Java-bearing submodules are added,
the contributor knows where to update.
