refactor(asic): factor BM137x register tables and shared chip_init scaffold (#349)

- add bm137x_regs_t struct capturing all per-chip init byte values and
  sequencing flags (freq_before_baud, addr_interval_from_detected)
- define bm1370_regs and bm1368_regs constants in dedicated .c files
- implement shared bm137x_chip_init() and bm137x_chip_quiesce() in
  bm137x_chip_init.c, eliminating ~150 lines of duplicated scaffold
- reduce bm1370_ops.c and bm1368_ops.c to thin wrappers delegating to
  shared helpers with their chip's register table
