config: add Config.Validate for deferred schema validation

Pair with Builder.WithoutValidation: the configured validator now travels
on the resulting Config, so callers can run it on demand once the tree is
fully assembled (e.g. after enriching a partial build from another source).
MutableConfig.Validate is the read-lock-protected counterpart. Sub-configs
from Slice/Effective do not carry the validator since the schema describes
the full root, not subtrees.
