* Initial plan

* Fix TEI export duplication of org articles in descendant categories (#5446)

- Change @organization_articles query to use organizations_and_descendants
  instead of organization_categories so articles in child org categories
  (Military Units, Businesses) are properly placed in listOrg section
- Fix @other_articles cleanup after expansion loop to prevent cross-list
  duplication when expand_subject adds articles to org/person/place lists
- Add tests for descendant org category articles in TEI export
