feat(immuadmin): expose sysadmin permission in user CLI (#2052)

`auth.PermissionSysAdmin` was already a recognised permission in the
auth layer but the immuadmin CLI's permissionFromString switch only
covered read / readwrite / admin, so there was no way to bootstrap a
second sysadmin from the command line. Operators had to keep using
the default `immudb` account, which is exactly the constraint that
made automated testing awkward in the issue's report.

Add `sysadmin` to the switch and to the help text on `user create`
and `user permission`, and include it in the rejection error message
so the listing of accepted values stays in sync.

Existing test_user_test.go is wholly commented-out dead code; the new
TestPermissionFromString in permission_test.go locks every accepted
value plus the error-message contents so the parser cannot regress.
