fix(storage): replace Mocker requestCount with SequentialMockProtocol in 409 retry test

Mocker 3.0.2 does not have a requestCount parameter on Mock.init.
Rewrite repeatedConsecutive409sFailWithError to use SequentialMockProtocol
with the exact 8-response sequence (POST + 3×(PATCH→409, HEAD→0) + PATCH→409)
that trips the engine's consecutive-409 guard.
