ci: shallow checkout in test-single to fix Windows runner tag-lock failures (#20848)

Every Windows test job has been failing on `Checkout code` since at least
2025-05-02 because a stale `.git/refs/tags/alpha-1.0.lock` file is present
when `actions/checkout` with `fetch-depth: 0` tries to refresh tag refs.

Tests don't need git history or tags. Switch to a shallow clone with tag
fetching disabled so checkout no longer touches tag refs.
